The Department of Housing and Community Development, also known as HCD, administers more than 20 programs that award loans and grants. It sponsors programs for the construction and acquisition of rental and ownership housing and public facilities and infrastructure needs. The department also administers programs for the rehabilitation and preservation of homeless shelters and transitional housing, as well as development of jobs for low-income workers. It offers grants to local public agencies, nonprofit housing developers and service providers. The Department of Housing and Community Development manages the Division of Housing Policy Development (HPD), which prepares and implements the federal consolidated planning and performance reporting requirements. It conducts the Factory-Built Housing Program, which Provides protection to buyers of factory-built homes by maintaining the construction standards. The department additionally promotes the manufacture and use of factory-built homes by local government authorities related to construction standards and inspections.
