Chamber Publications, Inc began publishing the What's Happening! Community Newspapers in 1997 as the official publication of the DBR ( Deerfield, Bannockburn, Riverwoods, Illinois ) Chamber of Commerce. The editorial theme was, and is, "To publish material that promotes community prosperity, well-being and information." The mission statement was, and is, "To create community prosperity, by bringing together businesses and buyers, through clear, reliable communications".The marketing strategy was to publish monthly local community newspapers delivered by the U.S. Postal Service through saturation mailing to every residential address in a targeted affluent zip code area of 10, 000 to 12, 000 addresses. The affluent North Shore suburbs of Chicago were chosen as the most recession-proof, high income, high asset market. Revenue was to be from advertising ( not subscriptions ). What's Happening! was strongly supported by each local Chamber of Commerce.What's Happening! began as a 12-page, spot color paper with the full support of The DBR Chamber of Commerce. The Skokie and Morton Grove Chambers of Commerce agreed to a similar arrangement in the next few months, taking the distribution of the papers in a single month from approximately 12, 000 mailing monthly to over 45, 000.The strategy was to start in one affluent North Shore suburb and expand into additional contiguous, demographically similar suburbs, as well as growing the size of each edition. Later, the Lake Zurich Chamber of Commerce area was added to the mix. In 1998, the publishing corporation was changed to Chamber Publishing Company and the relationship as the official publications of each Chamber of Commerce with some revenue sharing was changed, offering aggressive discounts to local Chamber members. The mix of papers was changed over the next 3 years to add the more affluent, contiguous suburban editions of Highland Park/Fort Sheridan, Northbrook North, and Glenbrook ( Northbrook/Glenview ), to the Deerfield/Lincolnshire Area edition, while suspending the other editions.The current mix of newspapers comprises four 32 to 40-page, 4-color editions monthly ; reaching 8 local communities by direct mail ( nearly 48, 000 residential addresses ), 2000 businesses monthly by direct mail ( from 14 affluent North Shore suburbs, rotating 4 suburbs each month ), plus 10, 000 drop-offs at 150 high traffic locations ( local businesses, hotels, restaurants, train stations, etc. ) 60, 000 papers reach some 150, 000 people monthly in 14 communities. These numbers recently increased as What's Happening expanded its reach into Wilmette in October, 2008.In 1997, the original primary stockholders were John R. Doggett and Elliot Silber. John Doggett withdrew from active participation in the second year due to health. Elliot Silber became the sole shareholder in September of 2003. Mimika Papavasiliou has been a shareholder since 2005.
