Housing & Neighborhood Development Department is responsible for the administration of the community development block grant and home programs from the Department of Housing and Urban Development. The department also issues occupancy permits for all residential rental units within the Bloomington corporate limits, inspects rental properties for compliance with the Property Maintenance Code, enforces a variety of local ordinances not enforced by police, fire or animal control. It also works to strengthen and develop neighborhood associations, involve citizens in city events and programs, and offers neighborhood improvement grants. The department, a Housing and Urban Development-certified housing counseling agency, offers a variety of counseling to prospective or current homeowners. It offers a comprehensive prepurchase class called the homebuyer's club several times throughout the year, and also offers counseling for individuals and families who are facing foreclosure and reverse mortgage counseling for seniors interested in the home equity conversation mortgage program.
