Completed in 2010, Edina's current Public Works Facility is actually a retrofitted popcorn packaging plant. The city purchased the building for $8 million, then injected another $14 million into completely gutting and rebuilding the 130,000-square-foot facility. The process took nearly one year to construct and effectively doubled the size of the city's public works facility.

The building was not designed to meet Leadership in Energy & Environmental Design (LEED) certification standards due to associated costs, though it does feature a number of eco-friendly aspects. With skylights allowing natural light to flow into various areas of the building and motion sensing lights that automatically shut off in unused areas, the entire facility is laid out to reduce the city's carbon footprint.
