The Community Services Department serves as a primary referral resource for human services in City of Raleigh. It specializes in improving community relations and coordinating and facilitating citizen involvement. The Community Services Department serves the community through programs and services, such as Hope Builders, Latino Liaison, Fair Housing, Citizen Advisory Council and Citizens' Participation Leadership Institute. It also operates the Foster Grandparent Program, Human Services Grants, Neighborhood Association Registry, Neighborhood College, Neighborhood Improvement Grants, Neighborhood Quality Teams Coordination, Raleigh Neighborhood Exchange, and Retired and Senior Volunteer Program.
