CONCERN is a private, nonprofit, community-based child welfare agency, founded in 1978, to serve abused, neglected, abandoned and delinquent children and youths. It offers services through a range of programs, including foster care, adoption, counseling, community life skills and delinquency services. The agency s foster care for children with disabilities program provides homes as an alternative to hospitalization for children up to 21 years of age with acute and chronic physical and other disabilities. It is licensed by the Pennsylvania Department of Public Welfare and the Maryland Department of Human Resources and is affiliated with the Pennsylvania Statewide Adoption and Permanency Network.
