Contract Management Services (CMS) division of Bremerton Housing Authority delivers services to HUD and to property Owners and Agents across multiple states. Click here to view a brochure about CMS. In December 2000, Bremerton Housing Authority was awarded the HUD contract to become the Performance Based Contract Administrator (PBCA) for Washington State and CMS was formed. In May of 2004, CMS subcontracted with the Hawaii Public Housing Authority to assume the PBCA services for the State of Hawaii. In February of 2005, HUD awarded CMS the PBCA contracts for the states of Utah and Nebraska. Regional HUD offices in Denver, Honolulu, Omaha, Los Angeles, and Seattle monitor the quality of the tasks performed by CMS and provide technical assistance and support.
